В работе дается анализ принятого в 2017 году Закона о кибербезопасности Китайской Народной Республики, раскрываются его положения (понятие «операторов», новые правила защиты персональных данных, критической информационной инфраструктуры, ограничения на экспорт информации) и дается их характеристика. Закон представляется как часть будущей системы информационной безопасности КНР, основа для следующих законных актов в сфере кибербезопасности. Затем в статье представляется набор материалов крупнейших СМИ, правозащитных организации по поводу принятия Закона, приводятся их основные нарративы и раскрывается их назначение, находится признак информационной кампании против КНР, их аргументы сравниваются с действительным положением дел. Также приведены материалы российских СМИ, занимающие нейтрально-положительную позицию в отношении Закона.

The article analyzes the Cybersecurity Law of the People's Republic of China adopted in 2017, reveals its provisions (the concept of "operators", new rules for the protection of personal data, critical information infrastructure, restrictions on the export of information) and gives their characteristics. The law is presented as part of the future information security system of the People's Republic of China, the basis for the following legal acts in the field of cybersecurity. Then the article presents a set of materials from the largest media, human rights organizations on the adoption of the Law, describes their main narratives and their purpose, finds a sign of an information campaign against the PRC, compares their arguments with the actual state of affairs. The article also gives materials of the Russian media, which take a neutral-positive position on the Law.
